Valerie Devol

Ms. Devol's practice includes federal and state tax planning and tax controversies. She specializes in tax-driven transactions, business planning, including business succession and estate planning, business transactions, tribal business transactions, real estate transactions, corporations, partnerships, limited liability companies and tax-exempt organizations. Ms. Devol is a sought after tax law expert who knows her way around tax codes.  An expert in Tribal Law and Economic Development and Finance.  Ms. Devol has an MBA from the University of Missouri, where she also accomplished a JD and an LLM in Taxation.  Prior to attending law school, Ms. Devol worked in the banking industry.

Dan Woska

Mr. Woska's primary practice areas are Estate Planning, Special Needs Planning, Elder Law, and Civil Litigation.  Mr. Woska has litigated and arbitrated over 1,000 cases in his 34 years of practice. He has presented oral arguments several times before the 10th Circuit Court of Appeals. Mr. Woska has been involved in numerous published opinions at both a state and federal level.

Mr. Woska has lectured and written on topics involving arbitration and civil procedure for a variety of organizations including Oklahoma City University, CCFL, OBA, OCBA and Lorman Publications.

Mr. Woska is admitted to practice before numerous federal courts in multiple states, as well as several U.S. Courts of Appeal, the U.S. Tax Court and the U.S. Supreme Court

Victoria Holland

Ms. Holland primarily focuses on Tribal law. Prior to attending law school at the University of Oklahoma, Ms. Holland worked for her Tribe, the United Keetoowah Band of Cherokee Indians. It was there that she discovered her passion for helping Tribes and their citizens.

Her practice includes working on Tribal and non-Tribal business development, prosecutions on behalf of Tribal governments, contract review and negotiation, code drafting, and some litigation matters. 

Ms. Holland is admitted to practice in the Eastern and Western Federal District Courts of Oklahoma, Oklahoma Courts, and various Tribal courts. 

Joshua Wells

After spending ten years providing representation to investors and consumers in complex litigation, Mr. Wells has taken what he learned into the areas of Tribal Law, Tax Law, Estate Planning and Trust Litigation. Joshua has successfully litigated against the largest corporations in the world, and he now brings that experience to bear to help address and solve the problems of Tribal clients as well as individuals and small businesses. He is enjoying the opportunity to help our clients build new businesses and make the best use of their assets. Joshua provides our clients with an honest assessment of their legal issues along with real solutions to those problems. While litigation is seldom the best answer to an issue, if the necessity arises to seek the courts’ help, Joshua provides aggressive and competent litigation services to our clients.

 

Joshua is admitted to practice before the State Bar of Oklahoma, United States District Courts for the Western, Eastern, and Northern Districts of Oklahoma, United States Bankruptcy Court for the Northern District of Oklahoma, United States Court of Appeals for the Tenth Circuit, United States Court of Appeals for the Fourth Circuit, Kickapoo Tribal Court, and United States Court of Indian Offenses. Joshua is also a published author and public speaker and excels in legal research and writing.

Farrah Burgess

Farrah Burgess is an Oklahoma City native and a graduate of the University of Oklahoma, where she earned her Bachelor of Arts in Communication in 2014. She received her Juris Doctor from Oklahoma City University School of Law in 2018, where she was honored with the Alumni Association Award for Service to the School of Law.

Farrah was admitted to the Oklahoma Bar in 2019 and began her legal career with Devol & Associates in 2020. Her practice is focused on probate and estate planning, where she advises clients on protecting assets, navigating probate proceedings, and planning for the future with clarity and confidence.

 She is admitted to practice before the United States District Court for the Western District of Oklahoma, Oklahoma state courts, and various tribal courts.

Nicholas Richardson

Mr. Richardson is the newest associate at the Firm, with his practice focusing on tax controversy and tax law, Tribal law, estate and business planning, and probate litigation. Nick received his J.D. from the University of Oklahoma, College of Law in 2025, and began practicing as a licensed attorney that same year.

 

Prior to starting his practice at Devol and Associates, Nick served as an intern and clerk of the Firm from his 1L year beyond, assisting in numerous cases and matters related to the Firm’s practice. Nick has experience advising clients on the intersection of Tribal, state, and federal law, including issues of Tribal sovereignty, jurisdictional questions, and the unique estate and business planning considerations that arise in Tribal contexts. He has also assisted with and represented clients in probate litigation matters, including will contests, trust disputes, and the administration of estates. Nick has counseled many individuals and entities with complex tax controversy matters, where he has advocated for proper treatment through the Internal Revenue Service and Oklahoma Tax Commission.

 

At this early stage in his career, Nick has had the privilege of participating in panels for the Oklahoma Intertribal Tax Association, speaking on tax matters related to Indian Country, and has assisted as Counsel of Record for an Amicus Curiae filed before the Supreme Court of the United States.

Ronald Tracy

For over twenty-five years, Mr. Tracy's practice has been focused on general civil litigation at the trial court and appellate levels, including commercial and business matters, construction, real property, oil and gas, as well as family law and domestic relations.  Ron has worked for numerous clients over the years, including large and small entities, as well as individuals.

 

Ron attended the University of California at Los Angeles and graduated with a bachelor’s degree in history.  He received his law degree from Loyola Marymount Law School in Los Angeles and practiced municipal law in Southern California before moving to Oklahoma in 1997.

 

Ron has been a licensed attorney in Oklahoma since 1997 and is authorized to practice in all Oklahoma Federal District Courts and State Courts.  Ron is also a member of the California Bar since 1995 (currently inactive)
